Introduction

Hangzhou Charity Federation (HZCF as in below) is the biggest integrative charity organization in Hangzhou, with Wang Guoping, Member of CPC Standing Committee of Zhejiang Province, Secretary of CPC Hangzhou Municipal Committee as Honorary Chairman and Wang Jincai, Deputy-Secretary of CPC Hangzhou Municipal Committee as the present Chairman. Established in Dec.1994, the federation has aimed to help the old and the needy, nurse the homeless, eliminate poverty, and improve public awareness of charities. Since its legal registration on December 1st, 1994, HZCF has raised a total foundation of RMB 472.4611 million, of which RMB 367.4241 million has been spent on various charitable activities. The government covers the administration expenses of the federation, which means that every cent collected is distributed to charitable activities. HZCF publishes the detailed accounts of donations on its website every month, pursues a policy of openness and transparency in the financial statistics and lays its work open to the supervision of the public.

 

Responsibilities:

(1)   To raise charity funds. The federation organizes various activities to raise funds and accepts donations from individuals and organizations home and abroad.

(2) To help the poor and the needy. The federation shall promote the humanitarian spirit and the Chinese traditional virtue of helping the poor and relieving the people in difficulty by carrying out various social projects of poverty alleviation and giving aid to the disabled, the old and heirless, the orphans as well as those who are in need of help.

(3) To provide relief to victims of natural calamities. It shall help the government in relieving the victims of natural calamities by accepting and distributing the materials and money donated to the federation.

(4) To provide aid for public welfare. It shall support and subsidize social charity affairs so as to promote the development of culture, education, health, social welfare and other public welfare undertakings.

(5) To carry out exchanges and cooperation in charity affairs. The federation shall strengthen exchanges with charity organizations and non-profit institutions of domestic and foreign cities and provide services and assistance for those institutions, enterprises and individuals who are interested in charity affairs.

(6) To provide service instructions. It shall play the work guide of member charity institutions so as to enhance the development of Hangzhou charity cause.

(7) To offer advice and suggestions. The federation shall reflect the opinions, suggestions and demands of the masses from all walks of life so as to offer valuable advice to the country in formulating principles, policies and regulations concerning charity causes.
